Sorry, two posts in one day. But I just saw this on slashdot and it looks promising... A search engine that " enables you to search specifically for scholarly literature, including peer-reviewed papers, theses, books, preprints, abstracts and technical reports from all broad areas of research."

I was able to find the article "Tragedy of the Commons" in .8 seconds. It was the first article on the list. Usually with the regular google, when I search for an article, I get a lot of articles that quote the original article, but have a hard time finding the source. If the serach engine only does that, it's worth it in my book. :)
